It's pretty hard to tell. I remember when he got heated up at the end of the Judge fight, his flames had a similar sparkle to them, so it's hard to differentiate. The idea was for Sanji to seriously try and to be overwhelmed, so I'd say he used Ifrit Jambe.

I think it's fine to save him for a later arc. He's meant to be a major player, so it's better for us to get Luffy vs Imu in Gunko's body then we can have Luffy facing Shamrock later if possible.

If Loki gets DR'd that's just a way to allow for Luffy vs Loki which wouldn't happen since regularly since Loki's a pretty decent guy and Luffy being the Sun God probably just reduces any hope of friction. But Zoro will do well this arc. I just don't think Loki is his to fight.
