Only imu and gorosei to some extent seem to be able to use it. Imo only those who are corrupted by imu's powers can use it. Hence Saturn's haki was strange in egghead.

Not all clash are of same importance bro. BM-Kaido , Kaido-Luffy and Shanks-WB haki clash split the sky showing in terms of COC haki they are comparable.

In terms of haki they were on same level. Kaido had other applications of haki like FS , better speed attacks and stronger DF than BM. Luffy was doing pretty good though and Kaido's DF was stronger than luffy's sans G5.

For that matter oda doesn't write the power as he does when he reveals DFs. Just like gorosei only the demon name is mentioned.

Cerberus is a power given by imu though. It comes from the devil circle just like when gorosei transform.

Imu fits best as a FV but BB is still a candidate for it. Also there is earth god from first world if they aren't connected to imu/BB.
