Maybe Shanks can manipulate it better but in terms of potency Mihawk's has to be stronger. CoC depends on your strength. Think old Hyogoro vs Luffy. Luffy's Haki was stronger, but Hyogoro and the Scabbards could manipulate it better.

Wouldn't it make more sense for Shanks to have taken the place of another Yonko? Given 3 out of 4 Yonkos were ex-Rox, I'd assume so was the previous Yonko (Wang Zhi probably).
