Why not? Luffy isn't gonna be a direct blood relative of Joyboy, that would kinda undermine the entire theme of the story. Shanks will be the "Child of Destiny" who is blood related to JB and who you'd think would carry on his will, while Luffy will be the kid who isn't directly related to him...

The only reason why the Roger Pirates even learned about them was because the HKs tried to retrieve Shanks from them. Why would other pirate top tiers know about them?
