It was IJ; two chapters ago Sanji used IJ on Killingham, and his leg had exactly that same star shape. I believe it's a stylistic device Oda uses to show that the attack is powerfully hot.

I would believe it would be possible if:
1- Ragnir could change size.
2- Ragnir could transfer his thunder powers to Usopp's Kabuto, and Usopp's abilities remained his pop greens.
If that doesn't happen, then Usopp will just use it at some point in this arc
