Instead of give him Sparta design (which also fit with his opponents theme), they give him a soldier design.
The design is okay, but doesn't seems to fit Sparta King et all.
It feel forced to Leonidas so the writer could use the same theme...
Tbh, One Piece also has some fandom that shared similar preferences.
I could see why some people was hyped by King (and Zoro to some extent) because of their preference to cool, somewhat brutal and no non-sense character.

While I agree this scenario could built a more complicated story, it is kinda inconsistent with Kuma's character.
He is basically a plain, meek, and warmth character.
Kuma was too innocent to plan himself becoming double agent (or something like that) and betraying WG who cure his daughter...

Shanks was the first person we saw to fail in One Piece. He even failed twice in the very beginning of the story.
His first failure (lost sight of Luffy - even being at very least a high tier at that time, if not already top tier) resulted in his second failure at the hand of @Lor D. Coast
