Yeah, I could see either Luffy or Zoro beat Shamrock. Both has their own case:
1. For Luffy, it serves as a proxy that he finally beat 'Shanks' since it is quite unlikely (though not impossible) that Luffy will directly beat the real Shanks.
2. For Zoro, do you remember that Mihawk waiting...
No. Loki is younger than Hajrudin.
It was stated multiple times in manga.
The first one is in BM flashback when young Hajrudin was trained with Rayden when Loki (and Goldberg) was born.

One of the most probable reason is he just using simple COO and gauge both Luffy's and Zoro's power level and their seriousness in fighting him.
He might very well can hold his own more than 10s, but he knew he cant beat both Luffy and Zoro if...
