He needed someone to make everyones story from previous era to join together. Also give Roger a real rival. Other than making 10 other legend in an era and give them little backstories he preferred making 1 strong enemy who rivals Roger and makes all the previous gen together.

I think Garp fb will be the one that shows us GV. Like it will show us Roger and Xebec rise to power. Makes sense because Garp is the only major character in GV that is standing. And it would be cool to see why he hates what he did there.

I dont think we are seeing God Valley in this flashback. This is just to expand Rocks pirates before showing us the God Valley in the next arc.
