I'd argue Fujitora is that character. Or even Big Mom - not that she is a swordsman - but both seem lacking in speed and ability to dodge. Obviously have great DF, superb sword skills, great haki and monstrous strength but in key aspects like speed and maneuverability they seem lacking.
