Winners aren't always determined by their strength alone. Anyone with half a functioning brain should understand this. Usopp is weaker than literally 99 percent of the people he's beaten. Outsmarting or tricking someone doesn't make you the stronger fighter.
If during that fight, boxer A takes a pill that makes him much stronger, but after 10 minutes, he loses all Stamina. Boxer B knows this, and purposely avoids him for 10 minutes. Is he the stronger fighter for that?
A drawback is still a nerf, and I'd you can't defeat the person when they are at their strongest, then you aren't stronger than them. If you have to wait!/stall till they exhaust themselves in order to win. You're not stronger than them. Period.
If Kizaru can't put Luffy down when he's in G5, that means he can't beat Luffy while he is at his strongest. That means Oda has to nerf Luffy for Kizaru to be able to beat him.
This the Doffy scenario all over again, where people would get hyped cause Doflamingo theoretically would have won...
