    Agenda posting. Yonko fans naturally have Yonko > both groups. In order to downplay Yonko fans, Admirals upplay Mihawk specifically against Shanks. Likewise they fan Oldbeard because Admirals dominated him, so they can use him as a pedestal to say Admirals ~ Yonko.
