When an emperor is called ''yonkou'' (四皇 - 4 emperors) it does not mean that that emperor is literally the 4 emperors lmfao. There are 3 others that are also yonkous.
Just as ''Wings'' (両 翼 - Both wings) does not mean that Sanji is literally...
It has nothing to do with power level. But it has to do with Robin recognizing Sanji as a ''driving force'' for Luffy, putting Sanji's importance as a special highlight. That's why she was flattered by Sanji's trust in her.
This doesn't mean that each mugiwara doesn't have its due importance...
I wonder if Zoro and Sanji will be recognized worldwide as "Pirate's King's Wings'' in the future, in the same way that Rayleigh is called the PK first mate.
Or will it be just a metaphor created by Oda to highlight their respective importance in the team, as pillars of the crew
