It has nothing to do with power level. But it has to do with Robin recognizing Sanji as a ''driving force'' for Luffy, putting Sanji's importance as a special highlight. That's why she was flattered by Sanji's trust in her. This doesn't mean that each mugiwara doesn't have its due importance...
