I can't see anyone being over 2 billion and only being a commander, so yeah, 500 million - 1.5 billion seems to be the most common bounty range for prominent groups with destructive commanders.

Well Belo Betty seems like an impressionable character, so I'd believe she definitely has made enough of an impression on the world to get a bounty that high as a Revolutionary.
