To be honest I don't see a huge development for Sanji, both intrinsic character and plot wise. I mean his situation is still rather stalled since ages. The Black Maria plot lasted little and did nothing in the Grand scheme.

That depends on his goals. Fighting strenght is not everything in life. Sanji can be a winner and be not particularly powerful in combat at the same time but most fans are obsessed with power levels and want to push Sanji off where he doesn't belong.
