Well even just by current feats he is definitely much stronger than Katakuri for example. He defeated him prior learning advanced CoA despite some PIS had been portrayed as well, but it doesn't matter overall. There's hardly any way Luffy would lose a match against him right now.

Does anyone really believe that Luffy can't defeat all the strongest high tiers one on one right now?

I think he can defeat Doflamingo or Katakuri before running out of time quite handily at this point. Also because his Base has improved a lot, but I can see that happening if he went G4 immediately too.
