Well if Zoro is nerfed he may also not unlock his full potential when it comes to total amount of attacks and not just total power level. It really depends on the situation.
The potent characters can be subjected to various types of nerfs.
Just like at how deeply PIS struck Mihawk in MF. It wasn't even remotely funny I mean.
At the end a nerfed character is a character the author might also in some cases believe to be too powerful for the plot, and he prefers to sacrifice consistency in other to shape the aforementioned plot up in a certain manner.
The man didn't change enough. His brother's death should have substantially contributed in changing the stakes but apparently it didn't.
Of course I think the very fact that Zoro never relied on Asura during Post Skip so far should constitute one of the most robust indicators speaking of the OP.
