Do you personally think the author would more likely portray that as luck or FS or even another feature? I'm not very confident about this argument but it's interesting.

Don't count too much on FS, even Rayleigh and Issho at least apparently don't wield it although no confirm. Mihawk too. Despite Luffy does. He technically would stand more chances due his CoO specialist status, but it depends on how much the author will cover to push the character.

I don't think he will probably unlock FS but his CoO remains his best quirk so I expect it to stand on YC1 level by EoS more or less. And despite common misconception, YC1 level is not necessarily far from the top dogs, in fact a few YC1s are factually meant to be top dogs.
