    Yes when it comes to swordsmen Zoro is in all likelihood destined to become the most potent of at least his era.     Yes it's defined as prime in that it's the most robust power level that particular character is meant to have ever reached and so it doesn't even necessarily equal the age peak, assuming the character for example trained intensely in late age. It depends.
