Enma's base AP doesn't look so special for now, but its intrinsic ability to confer quite the training output is what seems to render it proficient.

From what I grasped the odds Enma won't turn into a Supreme Grade once permablackened are substantially low.

I could understand a Zoro left without his swords, but sword grades are usually so vastly overrated. Like the gap between Shusui and even Sandai was never implicated to be so gargantuan after all.

The gap between swords is overrated as long as all are Meito. Like the manga never portrayed a single grade difference as a big deal, just like rendering a blade black which funnily makes it jump grade, or at least Enma according ti Hitetsu, does.
