Luffy can already imbue things other than his body with COA before WCI, then why do you think he received separate training to master Haki flow when he can already imbue objects with Haki way back in Dressrossa? It's because they're not the same thing.
Only the barrier and the penetration forms of armament are the advanced forms of it. You don't require the aforementioned two to imbue a weapon or a DF ability with COA. You're making things over complicated unnecessarily. Imbuing things other than your body with COA is just another application...
