Yeah, they animated a loop around some effects work. This is pretty par for the course. I think 995 handled it much better because it was genuinely a ton more animated, and didn't have that cut, but only implied that panel.
This has always been a weakness of the show as an adaptation.
It was reanimated from last episode. Last episode definitely animated it better, but this episode did good as well. I think that the animators trying to "recreate" manga panels is always going to be a weakness of One Piece as an adaptation. Last week was better for taking greater liberties...

Are you using "who Kaido sent to deal with a character" as a metric for how strong a character is?

But anyway, there are no issues with Ulti fighting Yamato in the anime.
Is an acquired taste. I actually really like how Kazuya Hisada draws characters. Sometimes it can be a bit low detail but they always feel like they have a lot of "depth" or natural posture to them.
Reminds me of old school kanada style animation. Not as good timing wise, but still...
They did a fantastic job with Ulti vs Yamato. Believe it was presumably animated by a web gen animator named Archiel who worked on Boruto recently.

Hisada's art and layouts are really nice. Perhaps a little bit of an acquired taste, but I really enjoy them.
