Let's not be disingenuous, this is not about who does the talking but about what get's highlited in the chapter and how that's done for only these particular individuals outside of the Yonko themselves while the Yonko crews are referenced.

Just read the chapter where the Yonko bounties are revealed. No single other Yonko crew get's highlight in this manner and no Yonko commander get's named individually the way Benn, Roux and Yasopp do and specifically called out to have made a name for themselves.

Last gen Germa doesn't matter, Sanji's story will tie back to his ancestors who once Conquered the entire North Blue.
It's pretty obvious that the conclusion will be that Judge's way was not the right way to restore Germa's glory, and Sanji the supposed failure will be the "chosen one".
