Jimbei is Luffy's heavy hitter like Zoro and Sanji, and Kaido told Jack, also a fishman, to recover. Jack has not gotten a proper on-screen fight. We have not seen his hybrid form.
Sanji's inevitable fight with Queen is also backed by them being heavy hitters in their respective crew. In "Jimbei VS Who's-Who," Luffy's latest heavy hitter gets a veteran-level and leaves Brook with no one.
Yes, the Numbers are part of Kaido's 13 deck of cards, but their roles cognate to the Jailer Beasts, as in special fodder. Since the Tobi Roppo are Kaido's "veterans," they'll be the weaker six's opponents. They don't have to solo them, like maybe Brook tag teams Who's-Who with Hawkins...
I hope Oda has the Big Mom Pirates play a role. If Act 3 ends with the Straw Hats getting fucked, it'd be because they got double teamed: Sasaki AND Daifuku versus Brook, Ulti, Page One, AND Compote versus Nami and Usopp, etc.
I don't rule out the weaker six being too weak for the Tobi Roppo, but if that's the case, then someone's supporting them.
