I've been expecting Headliners to be pirate captains as soon as Hawkins and Drake held that rank. Now I think there are two types: ex-pirate captains and special Gifters.

I think the idea is that a certain set of Headliners (not just the Tobi Roppo) are Kaido's "subordinate captains."

Then the Kuja Pirates would be integrated into the Beasts Pirates (like Hawkins's and Apoo's crew).
