Crocodile is just bugged. You basically need more than triple the likes.

There's a like to message ratio in place to keep people from spamming to get tags. The previous set of tags had a bug with the Law tag that wouldn't give it to users unless they had 10,000 likes. I'm going to assume that bug was never fixed.
