    They don't use it like Luffy because they can't. Luffy uses it all the time in various ways due to him being a Conquerors Haki specialist.

    It's that not many people can knock out a a lot of people at once. Oda hinted at it being a small part of Advacenced CoC in luffy's skill card in the vivre card databook.

    I agree, especially how Luffy's Coc took out strong people at Marineford.

    People do not use Conqueror's haki like Luffy and Shanks do, especially since we've seen Luffy using it while unconscious. Dropping many of people at once must be a a rare skill of Conquerors Haki. Luffy also uses the CoC haki to tame animals, like Shanks which I assume is a rare skill...
