Ok? All minato does is spam rasengans and FTG. Why does Naruto need to know a bunch of jutsu again? Anyways there's nothing stopping Naruto from learning new jutsu, the man learned B rank jutsu in minutes and had learned the rasengan and upgraded it faster than what Minato had ever done

Outside of Boruto yes, it was made very clear in both training arcs that Kurama was gimping Naruto to some degree. No Kurama/seal and part 1 Naruto is probably as strong as part 1 Kakashi. Part 2 Naruto being damn well above Hokage level with Sage mode
