As per stats yes she is. Both Yo Tan Wa and Tou have S experience. I am guessing Ousen wasn't trusted with big compaigns before. Hence he was working under Mou Gou. There's a reason he was not well known before. He hadn't many opportunities because of his big ambitions. :whitepress:
