Until we get Ray & Gaban's bounties we cant be sure. If Jinbe is in the 2B range and Zoro-Sanji 3.5B+ range its quite strange because as of now there was never a crew with so many high bounties. When we learn Roger Pirates bounties we will know for sure.

He has no eos opponent. Nothing indicates he will fight anybody else besides an Admiral. So if that happens, Admiral win + member of the PK + history of void century he is best case there.

If Gaban's bounty is close to this range then it seems possible. For now is a bit of a strech having a crew with so many members of 3B+ given that Luffy & Zoro will pass this line.
