I haven't seen that, but all I remember is that SBS or interview where Oda says he draws everything that moves, with assistants handling the rest. Oda might do the pencil roughs for the backgrounds I guess.

There is simply not enough time to be drawing backgrounds. Oda will design the main set pieces sure, but he only spends 3 days on inking the manga, and to draw 18 pages of backgrounds is too much work for that time-frame. He has 5 assistants that can do that for him. Just look at the work...

Though I agree that Oda is a better artist, this panel is not an indicator because Oda does not draw the backgrounds, he only draws the moving characters and objects. Drawing everything by himself would take too much time. Togashi doesn't draw the backgrounds either, hell he barely even draws...
