Put in under control. CoC can be controlled. I literally said Rayleigh stated it so you did forget. Haki can bloom, but what Luffy did in 1010 was not haki bloom (his CoC getting stronger), but it was controlling his CoC to coat his attack/body whatever, its technique-related.
