Oda's priorities on full display. He loves that bath scene and desperately wanted a contrast to excuse how weird Yamato being in the men's bath would be. Don't know how I'd solve this to my own satisfaction if I was writing this (maybe space the scenes apart and put Kaku in both?). I'll admit, I cared about the bath scene more than the funeral too. Bad writing anyway Oda.
Die if you do, die if you don't? Imagining what Hawkins could do to avoid death that wouldn't superficially seem to hasten it, is a little difficult. That said, I definitely think that he was poorly implemented into this arc. Bad writing all around for him, Oda.
I don't think it was as underwhelming as you're implying. That said, it is (at least partially) a waste of a character. Oda has enough of those though, that I think that this writing is actually pretty good.
