According to the manga the third ask jiraiya 3x to become the hokage but theres maybe more than that when he refused that.
So this is what i think why he refuse it.
1. Just like he said he wasnt suitable for it - he said this twice i think in the anime that he wasnt suitable to become a hokage. But why? Does Jiraiya has a similar thinking just like Naruto? Remember those words of naruto that “how can I become a hokage if i cant save a one friend”? What if thats the reason why he refused it? if you think about it the life story of Jiraiya is similar to Naruto..
If you think about he thinks like one like a hokage. he is kinda like the light side of itachi. He kept protecting the konoha village by getting information about the akatsuki, protecting naruto a fellow hidden leaf ninja, and he even gave his life for the village.
2. his destiny - he accepted his destiny and thats is to train the child of prophecy, the only sad part is that he only realize it when he died but still that was one of the epic scenes in naruto.
the great toad sage prophecies that jiraiya will train the child of prophecy he probably saw himself to become the teacher or find this student that was prophecy of the great toad sage, thats why he was traveling everytime looking for him and even after the death of the third still refuse the title of the hokage because he already knew his destinty.
