Arguably by the time he will be on the verge of being vanquished or somewhat ostensibly later I would presume. Oda should not waste the moment by interrupting the reader's adrenaline and serotonin flow like that, it would be worse than haphazard if we take the overall momentum of the current storyline into account.
Villains don’t really get big flashbacks. If you look at the long Doflamingo flashback, it was actually a Law flashback. Doflamingo’s history was dealt with in half a chapter, and really throughout the arc in other characters histories like the Rikus.
There won’t be a big Rocks flashback this arc. That’ll come later on as a Garp/Roger flashback, where we learn how Rock’s legacy effected Blackbeard, and maybe Shanks if he is Rocks son.
What we might get from Kaido is a few chapters or so, like BM did. The BM one was to explain why she wanted a big family and a place full of races, her history with the giants and Carmel.
So a Kaido flashback would touch on the mysteries related to his character- obsession with a good death, why did he get the Numbers, why did he chose Wano, what exactly was his and Linlin’s relationship, why does he keep talking about pirate betrayal, what’s his relationship with Yamato. We might get our first proper look at Rocks here, but it will be Kaido focused.
The more likely thing that would extend the arc would be a big Yamato flashback, but it seems we’re getting that in drips and drabs, not as one big block. That could end up being a Law/Doflamingo style situation where we get a bit of Kaido’s past while mostly focusing on Yamato.
