In God Valley, the WG was using treasure from hachinosu as a prize.

But how did they steal from the Rocks Pirates? Imo they used a Vinsmoke.

A vinsmoke with the stealth black suit would have easily been able to sneak in and steal the DFs. Perhaps a former VA or even a former admiral was a Vinsmoke. Else Judge could have had a brother or something the WG paid off.

In any case, the Vinsmokes were allied with the WG so it makes sense the WG would hire them.

If stussy was already an undercover World Government Agent, maybe. Allowing the Vinsmokes / Judge to infiltrate. She later worked with Judge in MADS together. But of course only speculation right now.
