The act ends with specifically Zoro and Luffy getting ready for the war

In chapter 1017 we have this

it seems to me Oda is very intentionally redoing the end of Act 2 but instead of training, it’s Luffy and Zoro’s recovery

Maybe the act ends right before they recover, or it ends right after they recover. And it could be next chapter or a few chapters later.

Whichever it is, I believe these two will recover in the same chapter and the Act will end the same chapter as a parallel to Act 2.

Instead that lasted a chapter, we were told “Don’t worry, he’ll be back” and Oda started the end phases of the fights.

I don’t see Act Three ending until Kaido is defeated, because cutting away from Wano now to go elsewhere in the world totally interrupts the flow of the story.
