Island level for Adult Toshiro?
A weaker Kenpachi performed a semi casual country level feat:
The ablated meteor would have obliterated the Sereitei and its surroundings, which according to statements made in the Fade to Black movie that Kubo was involved in, the Sereitei is about 400 ri (900+ miles ) in diameter. This movie statement lines up well with what Yoruichi says here:
This is a clear cut country level feat.
To reiterate, casual Kenpachi with his eyepatch on and in just Shikai is capable of doing this. Add the additional multipliers that come without his eyepatch and his bankai (x10) and he’s just laughably above country let alone Island lvl.
Adult Toshiro is somewhat comparable to that same Bankai Kenpachi, making him atleast Large Country. Island Level would mean Toshiro is even below casual Shikai Kenpachi lmao, whom with his eyepatch off couldn’t handle Gerard.That’s nonsensical.

Segunda Etapa Ulquiorra is calc'd anywhere between large island and small country level.
In the novel Spirits Are Forever With You Kenpachi ascends to a level above Segunda Etapa Ulquiorra when fighting the identical clone of Szayelaporro Granz (who himself is on the same level as Segunda Etapa Ulquiorra). Fast forward to the final arc, Yhwach trashes Kenpachi and Kenpachi regains his full power against Unohana Yachiru — unlocking his shikai. This means that his base in TBYW >> What it was when he was far above a large island ~ small country level character. And Shikai puts him much higher.
Soul Society is 3/4 times larger than Hueco Mundo, which gives Ulquiorra his calc. Gremmy was going to obliterate that, yet holding back Shikai Kenpachi could casually bust a country level attack.
Fast forward to the final phase of the arc and without his eyepatch — i.e. 100% Shikai Kenpachi — and he can barely manage to dent Hoffrung, Gerard Valkyrie's weapon. Yet, Adult Toshiro was able to utterly freeze Gerard Valkyrie and potentially keep him in that suspended state for as long as he could maintain this form.
Tl;dr Adult Toshiro is reasonably continent level and kills Saitama.
