It doesn't. The only thing Law is saying is that Crocodile and Mihawk are too much of a big shot to follow anybody, and whoever achieved it deserves to be called an emperor since he wouldn't be just an idiot but a man capable of subduing elite pirates.

I'd like to know what other active pirate would even deserve the fourth spot if not Buggy, no matter the overall strength of his group.
