The greatest inspiration in Kuzan's Marine career came from the island of Ohara. From this island, a young girl, named Nico Robin, would escape, thanks to Kuzan's help. But, why did CP9 attack Robin only AFTER Alabasta? Surely, if they had known she was researching the ancient history with Crocodile, a Warlord, they would investigate?
The Gorosei realized Robin was working with Crocodile in Alabasta, and understood Robin had learned of Pluton's existence and location, by reading the Poneglyph in the Royal Mausoleum of Alubarna. THIS is why CP9 was deployed; the Gorosei know that Alabasta's Poneglyph shows where Pluton is, and were like "oh, fuck... Nico Robin knows where Pluton is". For the Gorosei, this is a worst case scenario: if Big Mom or Kaido got there hands on this information, and Nico Robin, that's a serious threat to the world. Just Robin being able to spread the information is horrifying.
When the Gorosei realized Robin was committed to the Straw Hats, they understood she wasn't going to make a move on the weapon. This is why the Gorosei refused to send greater forces after Robin and the Straw Hats, until Marineford and Punk Hazard made it clear that Luffy was becoming a giant nuisance. Dressrosa was the breaking point, Whole Cake made things worse, and by Wano the Gorosei were like "oh shit, this kid could actually become Shanks level, and has Nico Robin on his crew... we need to kill this fucker. He's a legitimate Pirate King candidate."
There's a reason Mr. Go was sent to kill Luffy: even without the Nika-nonsense, Kaido killing Luffy is so much better for the Gorosei than Roger's legacy being carried by a kid with Robin on his crew.
The failure to destroy Ohara has led directly to Luffy becoming a threat to become Pirate King and claim the One Piece.
WHO ELSE WAS AT OHARA WITH KUZAN? OH YEAH, AKAINU? Saturn himself this arc said Akainu failed to kill Robin. Akainu and Kuzan are both tied to Ohara and Robin and Pluton. Now, who's going to tell Blackbeard about Pluton? Caribou.
Who told Blackbeard about Sword? Who fought Akainu? Who is connected to Pluton more than anyone else on Teach's crew?

Kuzan doesn't NEED to be the person to leak Pluton's location to the Marines here, but, it's very likely. Garp escaping is also possible. Also, if the Straw Hats were so stupid they let CARIBOU spy on them talking about Pluton, CARIBOU, I'm just going to assume the information that Pluton is on Wano will be leaked to the WG. Between the former Beast Pirates, CP0 remnants, and everything else, it just seems impossible that the WG's spy network won't pick up the information.
So, Blackbeard will move on Pluton, with Kuzan in tow. And a certain man will stand up from his desk, and make his way to the land of Wano.
Wano's military force is no longer unknown. The WG know the Samurai, besides Yamato, are weak as hell. Green Bull mopped them up. So, if Blackbeard is attacking... and Akainu and the Gorosei realize Pluton is in Wano... guess who they're going to send?
