Reasoning for itachi, tobi thought the uchiha would beat him
reasoning for tobi, he causally dodged attacks from kakashi and the konoha 11 at once while keeping up the goofy holding back persona
reasoning for konan, momentary kept up with jiraya and fought tobi to a stand still
