I think the whole alabasta arc is all about marines! This is about their choices, choices that could massively destroy a whole island town or countries or change it in just one snap! Choices that could change the world forever, choices about justice and choices about whats right and what is wrong.
And weve seen all of this started during alabasta arc!
When luffy saved smoker from drowning.. He gave his word to luffy that he wont touch him, he saw something to luffy that time something that he put his faith on him(a similar thing that fujitota did) that luffy might save alabasta since the marines specially him cannot touch or do anything to crocodile since he was part of the 7 warlords!
He decided not to come probably because of the 7 warlords treaty that he might not stop himself and attack crocodile! That time smoker had the power to order some huge fleet of marines, but he let tashigi come to alabasta, and told her that “whatever happens you do whats right! Ill take the responsibility for it!”
Because smoker knows whats coming to alabasta if crocodile succeeded!
Tashigi was not powerful but she knows her own justice! Her choice was the one that won the war! This is the choice of letting luffy escape from her hands and she told luffy where crocodile went!
If she didnt told luffy about it, robin and cobra (vivi’s father wouldve died) and probably crocodile wouldve escaped since crocodile was not actually interested on fighting luffy!
Tashigi cried because she had the power to order the fleet but she had no power to stop the mess that their own group(marines) started to begin with. Smoker told her that the only way was to become stronger.
Smoker was mad and pissed off that he literally told to the Higher ups of the WG that they eat sh8t because of their ruthlessness by letting this pirates become part of the WG and do what they want
Marines who had the power to change things really matter in the world of onepiece, their choice could actually change the world and after the alabasta arc this things continued! Thriller bark, water 7 and maybe all of the arcs has to do with the WG and those with power!
Aokiji and Fujitora are one of this examples they have the power to change island and countries to good or bad but they are forced to chose bad choices by the higher ups Aokiji who regretted many things and Fujitora who had to blind himself for the things that he did..
This is also why smoker is better than any admirals because he was inspired by roger to be free, and his using that freedom in the best way ever than any marines he’a probably the truest marine of all of them because of his justice that never been scar he is a true marine a true soldier of justice
