Flower's voting patterns indeed strike as massively odd, I wonder if that could be part of a framing ability. Wouldn't it look a bit too obvious however? I guess not necessarily though. And still a player could look like a Jester going by such route.

The fundamental point to frame someone is usually to have them killed still. So perhaps it could make sense since Flower could get killed in that mistook for a Jester if this happened to be a framing attempt.

I don't think Flower would play such an obvious Jester.
