To me, strongest means in ur rawest form.
So Luffy, Garp, martial artists, all in the running.
- Whitebeard. With that giant bisento? Nope

Df are way better than weapons so why should luffy be counted? Raw power is generated with a weapon. He has gears that let him massively jump level. Really on garp would apply here. Regardless of the weapon if you are weak you are weak and if you are strong you are strong weapons won't increase your raw strength.
