Esdeath can freeze Time itself, so I think she might have the stronger abilities. Likewise a massive empire that shifts from arctic conditions in the North to jungle in the south was all within her range of General Winter attack. This attack basically had her rapidly bury the entire Empire in snow until it froze and was destroyed.

So yeah strictly Ice? Esdeath. In a fight? Aokiji’s haki and stats >>> hers.
