I doubt it's 100% but they have to be loyal or die.

They're loyal because their survival depends on it but they also take a lot of liberties with their positions. I can't see any og Gorosei betraying Imu intentionally, outside of Saturn's self interests and similar scenarios. Not outright turning against Imu but doing what benefits them first.

Garling? I'm pretty confident he's either trying to be the #1 Gorosei among them or replace Imu. He might be very loyal or the most ambitious CD ever.

Since the only two times that Ju Peter has shown visible concern, with noticeable sweat, were in relation to Shanks and Garling, it might be something about the Figarland Family as a whole that worries him.

Ju Peter's Abyss number is most likely 1, while Garling has probably taken Saturn's 5. But as the crescent moon, Garling should become the closest to Imu. Maybe a betrayal will occur then.
