General & Others Are the Gorosei holding Akainu back?

As we know, the marines need permission before they can engage with the yonko. While we have mostly seen this be an issue with lower ranking marines, we don't know exactly where authorization to go after the yonko comes from. It could come from the fleet admiral. However, imo it is far more likely that this authorization comes from the gorosei. Why?

Because the admirals, including the FA, are portrayed as direct pawns of the CDs. I know this isn't technically canon, but there is a scene in the OPLA where Garp explains that he could have been FA if he wanted to. The fact he didn't suggests to me that even the FA is under the direct thumb of the CDs. You can see this in several scenes.

Law and Teach are fighting, yet Akainu is forced to wait? Why is he forced to wait? Despite the egghead fleet, he still had Fuji, GB, and himself. These are more than enough forces to take out Teach and Law. Especially if they engage after Law lost.

Yet one scenario where Akainu jumped into action was when Kuma scaled the red wall. There is absolutely no reason for Sakazuki do come to Mariejois just to take care of this. The CDs had the gorosei, kong, and the holy knights to defend them. So why did Sakazuki need to get involved?

Seems to me like the Gorosei have Sakazuki on a leash. Knowing his personality, its very likely that he would love to go after the yonko himself, however the Gorosei probably don't allow him to do so.

Yet with the Egghead incident, things might change. If Luffy defeats an admiral, the gorosei might be finally forced to let their dog off its chains.

Mary Geoise was simply nearby while it would probably take days to reach the island where Teach and Law were fighting.

But yes, Akainu will mobilize after Egghead
