Yugao is an ANBU agent and lover to that coughing Jonin instructor during the first round of the Chuunin Exams 3rd stage. Baki's Gaara's sensei.

Yugao's got virutally nothing after her rank — unless we go into the filler stuff which I'm not familiar with — whereas Baki killed a Jonin of Konoha then fought alongside Kabuto to stalemate Kakashi during the finals of the Chuunin exam.

Baki is more credible as a fighter and IMO is the "Suna" version of Kakashi, like how Darui is "Kumo" version and Zabuza the "Kiri" version.

Baki humiliated Hayate pretty hard. Yugao has absolutely nothing on him as far as I can see. Baki ends it in less than 2 minutes.
