You forgot to add Burgess trying to jump Sabo before he gets burn to crisp by Sabo in Dressrosa.

Anyway, the best cheap shotter of the bunch is definitely Shiryu.

He got the perfect devil fruit ability for cheap shotting and the tactic he employed by trying to stab Coby but actually aiming at Garp from the start is pretty high IQ play from him. Need more of that.
