This is my theory, he is a member of Joy Boy’s crew and the author behind the book Brag Men which talks about Little Garden and Elbaf.
He is similar to both Zunesha and the iron giant and I bet he can only communicate with the VOAT, maybe he’s even Mosa, I believe that we’ll hear him say a One liner referencing Joy Boy when the straw hats leave remarking how Luffy is similar to the former he’ll say something cheesy like “He’s just like you, right Joy Boy!”
