I'm only talking about his clout/popularity. Vegeta wins pretty much never and jobs more then Sanji, but you wouldn't notice the way people talk about him. Few characters have PR like that.
I don't really think Dragon ball has a great cast of villains tbh. Freiza is clearly the peak and aside from him, no one really sticks out much. Buu is fine, I guess
But Vegeta clearly stole the show that arc. And yeah, PL wise, Super buu is insane obviously.
