Garp and Roger took down Rocks. Oda likes generational parallels. The new Rocks is Blackbeard. We also know that the new Roger is Luffy, but many OP characters might not be aware of that. They might consider Shanks this generation's Roger. We saw him defeat Kid with Roger's signiture move. He was also Roger's best apprentice. Kuzan was Garp's best student and replicated his fighting style. He wants to be the new Garp. He will seek an alliance with Redhair, to bring the new Rocks down, just like Garp and Roger took the old one down. They will lose though, because neither is the real deal.
